RAMALLAH, Palestinian Territories: Hit by delays in payments from donor countries and by Israeli restrictions, the Palestinian Authority is suffering a financial crisis, even as it aspires to become a state.

On Tuesday it paid its approximately 170,000 employees in full only after they threatened to go on strike after receiving half-pay the month before.
