Nearly four years ago, Luis Gonzalez founded a Spanish-language ministry he calls the Omega Xeneration, or simply TOX. The congregation meets every Sunday at Church of the Beatitudes in Phoenix.

At the ministry's peak, Gonzalez's impassioned sermons would draw around 80 people. But ever since Gov. Jan Brewer signed SB 1070 in April, attendance has been dropping, pulling apart the small congregation. At one recent service, about 30 people attended.
